Bill to empower tri-services commanders introduced in Lok Sabha by government

The Indian government has introduced a new bill in Lok Sabha that aims to strengthen the power of the tri-services commanders in the country. The Inter-Services Organizations (Command, Control and Discipline) Bill, 2023 has been introduced by Minister of State for Defence Ajay Bhatt and seeks to empower the Commander-in-Chief or the Officer-in-Command of Inter-Services Organisations in respect of service personnel for the maintenance of discipline and proper discharge of their duties.

The proposed bill will empower the Commander-in-Chief or Officer-in-Command of Inter-services Organisations in respect of service personnel who are subject to the Air Force Act, 1950, the Army Act, 1950 and the Navy Act, 1957, and who are serving under or attached to his command. The Commander-in-Chief or Officer-in-Command of an Inter-services Organisation will be the head of such organisation and will exercise command and control over the personnel serving in or attached to that organisation, for the purpose of maintaining discipline and proper discharge of their duties.

The introduction of this bill is a significant step towards creating a stronger and more effective military in India. The country’s Chief of Defence Staff, General Anil Chauhan, has been working with the three service chiefs to create operational tri-services organisations or theatre commands to strengthen the country’s military capabilities and prepare for future battles.

The proposed bill will help in the efficient functioning of these new tri-services organisations by giving the Commander-in-Chief or Officer-in-Command more authority over service personnel. It will also help in maintaining discipline and ensuring that personnel carry out their duties in a proper manner.

The introduction of this bill has been welcomed by many in the military community. The strengthening of the power of the tri-services commanders is seen as a positive step towards improving the overall efficiency and effectiveness of the military in India.

It is important to note that this bill will only apply to service personnel who are subject to the Air Force Act, 1950, the Army Act, 1950, and the Navy Act, 1957. It will not apply to civilians or other government employees.

The bill is expected to be debated and discussed in Lok Sabha before it can be passed into law. If it is passed, it will have a significant impact on the military structure and functioning in India. It will also pave the way for the creation of more operational tri-services organisations, which will further strengthen the country’s military capabilities.
