Indian students in Russia are not required to leave the country due to lack of security concerns, says the Indian Embassy in Moscow.

Indian students studying in Russian universities are concerned about disruptions to flights and banking services due to the sanctions imposed by Western countries over Russia’s invasion of Ukraine. The Indian embassy in Moscow has issued guidelines for the students, who are seeking advice on whether to stay or return home. The guidelines state that there are currently “no security reasons” for the students to leave, but if they are concerned about disruptions to banking services and flights, they can consider returning home.

The embassy has reassured the students that it is in regular contact with the relevant Russian authorities regarding the safety and security of Indian nationals, including students. The guidelines also state that the embassy has been informed by a number of universities that they have already shifted to online distance learning mode, so students are advised to consult with their universities regarding the continuation of their academic activities without disruption.

There are around 15,000 Indian students in Russia, most of them enrolled in medical courses. Since the Soviet era, Russia has been a popular destination for Indian students opting to study medicine abroad because courses are cheaper than in Western countries.

However, the sanctions imposed by the US and its allies on Russia have hit the Russian economy hard, leading to concerns among Indian students about disruptions to their studies. The guidelines issued by the embassy made no reference to the impact of the sanctions, but it is clear that most of the concerns of the students are related to the sanctions.

The sanctions have included a freeze on the overseas assets of the Russian Central Bank and sanctions on leaders and oligarchs close to President Vladimir Putin. As a result, the rouble has lost 30% of its value against the US dollar, and international banks have started locking out Russian banks from their systems.

India has abstained from at least half a dozen measures at UN bodies aimed at criticising Russia for the invasion of Ukraine. India has also refrained from condemning Russia’s actions, despite calls from Western powers to take a position on the issue. This is because India has close strategic ties with Moscow and is dependent on Russian military hardware.

It is clear that the Indian embassy in Moscow is doing its best to reassure Indian students in Russia that their safety and security is being taken seriously. The embassy has also advised the students to exercise their discretion in consultation with their respective universities regarding the continuation of their academic activities. With the situation in Russia uncertain, it is understandable that Indian students are concerned about disruptions to their studies, but it is important to remember that the embassy is there to support them.
