A temple priest was slain and another priest seriously wounded by extremists at Sultanpur Lodhi in Kapurthala district while a knife attack on a youth by a mob in Qila Mohalla added to the tension prevailing in Jullundur. The police lathi-charged crowds at Jullundur where the situation has continued to be tense for the past three days. The bandh call given by the Punjab Hindu Sanghathan, in protest against the government’s failure to protect the people from wanton attacks, has prompted the authorities to take extra-precautionary steps for maintaining law and order.

UNCTAD Aid

Talks on assistance to the least developed countries of Africa and Asia were deadlocked in Belgrade as the UNCTAD-VI parley entered its final stretch. Weary negotiators of rich and poor countries, who had been meeting almost non-stop for 48 hours, gave up an attempt to bridge a sharp split over how to handle the debt problems of the least developed countries. The developing countries insisted on global debt relief for the 36 countries concerned, including 27 African countries and such Asian states as Bangladesh and Nepal.

The worsening law and order situation in the country is one sign that a popular protest movement is welling up, even though the coercive power of the state is being used to silence and quell all protests. Such protest movements need to be protected, says the Janata Party president, Chandra Shekhar, who is just back in the Capital after completing his marathon 4,000-kilometre, mass-contact journey.
